As Wodonga continues to experience strong growth in the residential construction sector, the housing market is expanding into the Leneva Baranduda Precinct Structure Plan (PSP). The PSP is a master planned area of approximately 1,060ha in the Leneva Valley located south east of the existing Wodonga township, bisected by Baranduda Boulevard.
In order to fund the development of major infrastructure, the acquisition of land and construction of specific projects, Council developed a Development Contribution Plan (DCP). Among other things, the DCP funds the construction of an indoor stadium and two sports pavilions within the PSP. These facilities will be funded by the Community Infrastructure Levy (CIL) contributions collected from residential dwellings within the PSP. These facilities will create a strong attractor for future residents of the area.
Prior to the issue of a building permit for a dwelling in the Leneva Baranduda Precinct Structure Plan, the applicant for the building permit must pay the CIL to Council. The CIL is a one off payment, adjusted on an annual basis, with the current levy for the 2022-23 financial year set at $1,253 per dwelling.
Section 24(5) of the Building Act 1993 prohibits a building surveyor from issuing a building permit if the CIL has not been paid.
