Geographic extent of datasets

The dataset is developed as a set of polygon datasets to describe the geographic extent of vector and raster datasets stored in the VSDL.

In the current version, vector footprints based on the presence/absence of data covering VMINDEX.VICMPAP_MAPINDEX_25S mapsheets.
