Albury City Council recognises the significant impact that flooding has on residents and ratepayers and the costs that flooding, particularly large events, imposes on the community.

A sustainable and implementable FMP is needed to assist Council in its decision making for developments on flood prone land in order to minimise community flood risk.

The objectives of a floodplain management plan are to formalise the floodplain risk management process "based on a comprehensive and detailed evaluation of all factors that affect and are affected by the use of flood prone land" as outlined in the NSW Floodplain Management Manual, (NSW Government, 2001).

Due to the wide variety of issues and their changing significance to the community, the overall FMP may consist of several risk management plans that apply to different parts of a local government area. The Albury FMP deals with the city as a whole.
